Job Description

The Data Architect will work as part of a team providing Data Management services for Medicaid Enterprise Systems modernization projects. She/he will actively participate in the delivery of Data Management tasks/activities and associated deliverables. The Data Architect will work under the direct leadership of a Cognosante Project Manager and with the guidance of a Data Management Practice Lead.


Additional duties include:

  • Provide Data Management services for Medicaid Enterprise Systems modernization projects.
  • Assess current environment and readiness of the organization for data governance and data management
  • Develop and document a data management strategy, with other deliverables as required to ensure a smooth and effective implementation of data management and governance
  • Analyze and understand strategic enterprise data and information needs
  • Provide leadership and guidance with enterprise data strategies
  • Develop, document, and maintain data management strategies
  • Establish data governance and stewardship
  • Develop, review, and approve data policies, practices, standards, and procedures
  • Identify and manage data issues
  • Monitor and ensure regulatory compliance, including data security requirements
  • Oversee data management projects and services
  • Consider best practices, industry standards, and lessons learned from other similar data management projects
  • Minimal travel required


Minimum Qualifications

  • Bachelor's degree
  • Minimum 5 years Medicaid/MMIS or other healthcare experience
  • Knowledge of current and emerging technologies
  • Experience in data modeling and database design
  • Understanding of Systems Development Life Cycle (Waterfall or Agile development)
  • Experience with Service Oriented Architecture (SOA), web services, enterprise data management, information security, applications development, and cloud-based architectures
  • Minimum 3 years of experience designing, developing, and implementing data management strategies


Additional Qualifications

  • Familiarity with the DAMA International Guide to Data Management Body of Knowledge (DAMA DMBOK)
  • DAMA Certified Data Management Professional (CDMP)
  • Experience developing a data governance strategy, plan and / or stewardship organization
  • Ability to perform gap analysis of current state and readiness for data governance and data management
  • Experience executing a data management transition plan (communicating knowledge and responsibilities to users, governing councils, and data stewards)
  • Effective verbal and written communication skills, including the ability to produce written deliverables
  • Detailed knowledge of Medicaid, MMIS, and MITA concepts
  • Understanding of Agile development is a plus
  • Ability to analyze and resolve difficult data issues
  • Ability to communicate difficult concepts to technical and non-technical staff
  • Ability to communicate succinctly and accurately in written and verbal English
  • Ability to work effectively and efficiently under strict timelines
  • Must be a team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success
