Job Description

This MITA Senior Business Analyst will be a valued member of the Arkansas Department of Human Information Technology Project Management Office (AR DHS IT PMO).  The Business Analyst will work collaboratively with the client, the Arkansas Department of Information Services (DIS), and other vendors working on the MITA SSA Project and Initiatives. The Business Analyst will provide direction and oversight of MITA standards and act as a liaison between state business teams and project IT vendors.  The Business Analyst will develop ”as is” and “to be” documentation including process flows and requirements, descriptive narratives, and related information.  He/she will be part of a MITA team and provide inputs to the status report, project schedule and other areas.  The Analyst will coordinate meetings, conduct interviews, present on specific topics, and perform other duties as described by the project manager.  

 

Additional duties include:

  • Develop ‘As Is’ and ‘To Be’ models as part of re-engineering projects
  • Identify business processes affected by CMS Seven Conditions and Standards
  • Develop gap analyses and transition plans
  • Responsible for interfacing with Client and business users
  • Client relationship and expectation management including working daily with key client leadership
  • Develop client deliverables in accordance with project requirements and company documentation standards
  • Provide recommendations to the client on critical business and project decisions
  • Ensure that all reporting processes and methodologies are executed and followed as applicable
  • Create and sustain a culture that encourages high performance of individuals and teams
  • Identify and report project issues and risks
  • Interface with client, vendor, and business users
  • Collaborate with other team members to provide subject matter expertise and assistance as applicable

 

Employee is expected to undertake any additional duties as they are assigned by their Manager.
 

Required Qualifications

  • Bachelor’s degree
  • Minimum 5 years of experience
  • Minimum 10 years of experience in Medicaid programs and business areas with Medicaid programs (e.g. claims processing, provider management, etc.)
  • Must have MITA project experience
  • Minimum 5 years of experience in business analysis
  • Minimum 5 years of experience in business process reengineering

 

Preferred Qualifications

  • Must have demonstrated ability to work independently, take the lead for tasks/assignments, and plan and organize work to meet deadlines
  • Must be a team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success
  • Proficient in MSWord, MS Excel, PowerPoint and Visio
  • Previous experience with Medicaid and MMIS projects
  • Previous experience with Eligibility system projects
  • Previous experience with CMS certification process
  • Strong analytical and critical thinking skills
  • Excellent verbal and written communication skills
  • Ability to influence others and move toward a common vision or goal
