Job Description

The PMO Project Manager will lead the Project Management Office for a Design Development and Implementation of multiple MMIS modules in the Medicaid Enterprise strategy. The Project Manager will be responsible for performing, delegating and managing the activities within the project team, working closely with direct business partners and vendor teams. He/she will actively participate in the development and delivery of program and quality management services and associated deliverables. 

 

Additional duties include:

  • Oversee daily activities of PMO team including making assignments and maintain control over the assignments, schedule, and performance of the project team members
  • Facilitate sessions to define work breakdown structure and develop a project master schedule
  • Maintain a project schedule and monitor key milestones and deliverables
  • Manage and report on project issues, including maintaining the issues log
  • Perform review / assessment of project deliverables, project work products, and other activities necessary of an effective PMO team
  • Assess project risk and evaluate the effectiveness of mitigation strategies applied
  • Prepare and present project summary and status reports at steering committee and other meetings on a regular basis
  • Support Cognosante Project Management methodology, process and implementation guidance
  • Assist with the development, maintenance, and execution of the Project Management Plan and Integrated Project Plans
  • Monitor progress and quality against the established Project Management Plan
  • Evaluate whether the Contractor work plans, including tools and resource allocations, are appropriate and reasonable in meeting project timeframes
  • Monitor Contractor compliance with project tasks and deliverables, or approved modifications
  • Maintain oversight of the overall project resources, schedule, key milestones, deliverables and status of each project phase
  • Participate in project activities and review and comment on essential project documents to ensure an effective project management process (including, but not limited to: risk management, schedule and cost management, change management and issue resolution) is consistent with approved project plans
  • Monitor outcomes of project controlling activities such as risk identification and mitigation, issue resolution, budget status, change requests affecting scope, etc. to ensure processes are being utilized, are effective, and updated as needed
  • Communicate project status, risks and issues to the client
  • Prepare or contribute to status reports and agendas for weekly, bi-weekly, and monthly meetings
  • Conduct and manage high-level project status communication, including issue resolution, change control, etc., to Project Sponsor(s) and executive stakeholders
  • Participate in and communicate organizational project strategy decisions
  • Employee is expected to undertake any additional duties as they are assigned by their Manager.

 

Minimum Qualifications

  • Bachelor’s degree
  • Minimum 6 years’ experience
  • Project Management Professional (PMP)
  • Minimum 5 years of State government IT projects
  • Minimum 2 years of QA / IV&V or Project Management Office projects

 

Additional Qualifications

  • Experience on an MMIS implementation project a plus
  • Must be a team player and a consistent, dependable performer with an excellent work ethic, flexible "can-do" attitude, and a results-driven commitment to success
  • Strong analytical and critical thinking skills
  • Ability to work independently and manage work to a defined schedule
  • Capable of conducting meetings and making presentations
  • Knowledge of Medicaid systems
  • Strong interpersonal skills to build client rapport and develop/discipline/reward employees
  • Ability to handle ambiguity and change
