Job Description

The Project Manager will be part of a larger team that supports the HHS 2020 PMO for New Mexico Human Services Department. This Project Manager has overall management responsibility for Procurement and implementation of the Population Health Management Module one of six planned procurements for HHS 2020 MMISR. This role defines, plans, schedules, and controls all Population Health Management Module activities related to the project and works closely with other HSD PMO project managers working within the Department. The Project Manager ensures that appropriate resources are available to accomplish the tasks, deliverables, and other activities associated with the existing MMIS.


Additional duties include:

  • Develops and maintains the existing Population Health Management Module Plan
  • Develops and directs the development of project deliverables, to be submitted on a timely basis
  • Monitors progress and quality against the established Population Health Management Module project plan
  • Oversees daily activities of team including making assignments
  • Reviews and guides the work to ensure that all project identified processes and methodologies are executed and followed as applicable
  • Prepares status report and participates in client status meetings
  • Supports the project Quarterly Executive Leadership meeting and status report
  • Works closely with the client to maintain an excellent relationship
  • Facilitates clients meetings, prepare agendas, document minutes as needed
  • Interfaces with client and business users
  • Researches and provides recommendations to the client on critical business decisions
  • Collaborates with other team members to provide subject matter expertise and assistance as applicable
  • Utilizes MMIS knowledge and experience to educate team members and ensure appropriate level of understanding
  • Participates in project tasks as necessary


Minimum Qualifications

  • Bachelor’s degree
  • Minimum 6 years of experience
  • Certified by a nationally recognized project management certification program or have a Master’s degree in project management or related field
  • Minimum 5 or more years’ experience managing MMIS or other Health IT QA projects
  • Managed three (3) or more projects with teams of greater than three (3) 
  • Minimum 5 or more years of experience managing Medicaid systems


Additional Qualifications

  • Experience with Pharmacy benefits management (including rebate services)
  • Experience with iterative or Agile development methodology a plus
  • Assistance with Managed Care Organization (MCO) management;
  • Focused analytics and datasets related to population health, outcomes and health improvement
  • Coordination of the Electronic Health Records initiative
  • Assistance with the systems and data support necessary for effective care and case management; and changes to the Fee-for-Services (FFS) program
