Job Description

This SR Business Systems Analyst (SR BSA) will be a valued member of the Arkansas Enterprise Project Management Office (EPMO) team.  The SR BSA will work collaboratively with the client, PMO Staff, and other vendors working on the DHS Projects and Initiatives. The SR BSA will provide valuable business analysis services and subject matter expertise through consultation with the client. The SR BSA will work at the direction of the client to ensure that business needs are met by managing and driving change using finesse and enthusiasm without upsetting or unsettling client team members. The SR BSA will bring professional business analysis, process improvement and tools administration experience to apply across the multiple DHS program areas.

The Business Systems Analyst will determine operational objectives by studying business functions; gathering information; evaluating output requirements and formats. The SR BSA will be called upon to help align the solution and process needs with the business requirements through various tools and methods including Joint Application Development Sessions, Six Sigma Kaizen and facilitated requirements sessions. In addition, the SR BSA will work directly with the vendors, business users and the client to provide recommendations to the project team on project issues, risks and the direction.


Additional duties include:

  • Facilitate requirement definition for various program areas, with an emphasis in behavioral health and state hospitals
  • Review and validate requirements deliverables
  • Lead business process analysis and reengineer processes for multiple business areas
  • Lead triage efforts of system, software, or data issues and coordinates remediation efforts
  • Research and provide recommendations to the DHS EPMO on critical business decisions
  • Validate that all report metrics have been implemented and satisfy the project requirements
  • Assist in leading the implementation and associated changes within their business area
  • Review and comment on deliverables per project schedules
  • Create business artifacts, business flows, and requirements mapping as needed
  • Contribute to the project’s overall understanding of Arkansas business and technical requirements for multiple program areas
  • Collaborate with other project areas to provide subject matter expertise and assistance as applicable
  • Perform periodic assessment activities with focus on requirements traceability and testing
  • Attend project and status meetings
  • Collaborate with other team members to provide subject matter expertise and assistance as applicable
  • Ensure that all project identified processes and methodologies are executed and followed as applicable


Employee is expected to undertake any additional duties as they are assigned by their Manager


Required Qualifications

  • Bachelor’s degree or equivalent experience
  • 5-7 years’ recent experience in business analysis, customer relationship management and process engineering in a Healthcare Technology environment working with Electronic Health Record, claims processing, or other Health and Human Services Information Systems
  • IT Software development experience (SDLC)
  • Experience configuring, administering and managing automated workflow tools
  • Experience in process definition, engineering and implementation
  • Experience working with large, complex systems

  • Ability to identify and resolve risks and issues impacting the progress and outcome of information technology projects
  • Strong written and verbal communication skills
  • Experience facilitating meetings and delivering presentations
  • Strong problem-solving and customer service skills
  • Team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success
  • Informatics experience with knowledge of patient-centric care, technology-mediated functions for behavioral health or psychiatric care organizations
  • Understanding of Clinical practices within a State Hospital or other psychiatric care organization
  • EHR experience within a psychiatric care organization desired
  • Ability to apply industry best practices and future state/federal mandates to existing systems
  • Excels at using quantitative data to drive recommendations and decisions
  • Ability to manage vendors and third parties effectively driving to meet commitments and milestones
  • Knowledge of CMS Certification process and requirements
  • Knowledge of industry standards, PMI, CMMI, NIST, and IEEE
